First, we furlough Donald Trump and Mike Pence. Then Nancy Pelosi becomes President. President Pelosi can make all the currently furloughed workers critical. That would get them back to work and eligible for payment immediately.
President Pelosi can declare a National Emergency which funds the departments currently unfunded. She can then build a “wall” across the border with a piece of wire strung from pole to pole. This will cost considerably less than $5B and satisfy the Trump core so they don’t get too testy. Ex-President Trump should be willing to do it for $1M using undocumented immigrants as cheap labor. He, as is his wont, stiffs the laborers by not paying them and uses the $1M to pay Michael Cohen to represent him in any legal actions
Here’s the beauty part. Trump can take credit for the wall.

But wait, there’s a new improvement in the plan. We build the wall. But it’s around the Trump Hotel in DC. This will prevent undesirables from entering the ground. And we cut a deal with the guys who built El Chapo’s tunnel that got him out of jail. If they dig a tunnel from the Trump Hotel to the White House we’ll decrease their sentences. Now, those wishing to enhance their positions with the current regime can easily get from their mandatory lodgings to the White House without being seen in public.
And again, Trump can take credit for the wall.
